Gramasabha / Ward Sabha

A Gramasabha of a village is deemed to consist of all persons whose names are included in the electoral roll relating to that village within the area of a Grama Panchayat.

Gramasabha / Ward Sabha Member A voter residing in a particular ward of a village is a member of the Gramasabha of that ward. Similarly, a voter in a municipal ward is a member of that respective Ward Sabha.

Convenor of Gramasabha / Ward Sabha Ward Members act as Convenors for Gramasabhas, and Ward Councillors serve as Convenors for Ward Sabhas. However, if a Convenor is unable to discharge their duties, the head of the local self-government institution may appoint a member from an adjoining ward as the Convenor for that ward.

Chairperson (Presiding Officer)

  • Gramasabha: The Grama Panchayat President presides over the meeting. In the absence of the President, the Vice President, and in the absence of both, the Convenor shall preside.

  • Ward Sabha: The Municipal Chairperson presides over the meeting. In the absence of the Chairperson, the Deputy Chairperson, or a Standing Committee Chairman designated by the Chairperson, or in their absence, the Convenor shall preside.

Convening Meetings The responsibility to convene meetings rests with the Ward Member, who serves as the Convenor.

Quorum The quorum for a Gramasabha / Ward Sabha meeting is 10% of the total voters. However, if a meeting is adjourned due to a lack of quorum and re-convened, the required quorum for such an adjourned meeting shall be 50 members.

Voters' Right to Demand a Special Meeting If not less than 10% of the voters in a ward request in writing, the Convenor must convene a special meeting of the Gramasabha / Ward Sabha within 15 days.

Co-ordinator An officer designated by the Grama Panchayat / Municipality shall act as the Co-ordinator of the Gramasabha / Ward Sabha. The Co-ordinator supports the Convenor in all activities related to the Gramasabha / Ward Sabha.

Questions and Proposals Members have the right to submit questions and proposals to be considered in the Gramasabha / Ward Sabha, either in writing prior to the meeting or directly during the meeting.

Resolutions Resolutions on any issue falling within the jurisdiction of the Gramasabha / Ward Sabha can be passed at the respective meeting based on a majority decision.

Powers and Functions of Gramasabha / Ward Sabha

A. Project Planning and Implementation

  • Assist in collecting details required for formulating development plans.

  • Prepare proposals and determine priority for schemes and development programs to be implemented in the Grama Panchayat / Municipal area. (Draft project proposals must be printed and distributed in the Gramasabha / Ward Sabha for review and prioritization.)

  • Provide support, facilities, voluntary labor, or monetary/material assistance to ensure the effective implementation of development plans.

B. Public Amenities & Infrastructure

  • Suggest locations for installing streetlights, public water taps, public wells, sanitation units, irrigation facilities, and other public amenity projects.

C. Public Works and Construction

  • Access estimates and detailed material cost breakdowns for works completed or proposed to be implemented within the Gramasabha / Ward Sabha area. (These details must be distributed in the Gramasabha / Ward Sabha.)

  • Monitor and support Beneficiary Committees undertaking development projects.

  • Obtain detailed estimate information regarding projects proposed for execution in the area.
