Organizational Structure of Grama Panchayat
In the three-tier Panchayati Raj system of Kerala, the Grama Panchayat is the lowest and most directly connected administrative body to the public. Elected representatives and officials work in coordination for the smooth functioning of the Panchayat.
1. Elected Body
President & Vice President
President:
The chief administrative head of the Panchayat.
Leads development initiatives and administrative actions.
Coordinates the activities of the Panchayat Committee.
Vice President:
Assists the President in administrative functions.
Discharges administrative duties in the absence of the President.
Standing Committees

2. Official Body
Panchayat Secretary: Main executive officer of the Panchayat. Coordinates office operations, file processing, and general administration.
Assistant Secretary: Assists the Secretary in administrative and office functions. Serves as the Member Secretary for Kudumbashree. Coordinates various welfare schemes and oversees Scheduled Caste development initiatives.
Head Clerk: Supervises daily office operations and coordinates file processing across office sections.
Accountant: Manages financial transactions and accounts. Maintains budgets, taxes, and financial records.
Senior Clerk & Clerk: Handles files and records. Manages applications, tax collection, and registers.
Office Attendant: Provides general support for office operations and moves files and documents.
3. Key Components
Grama Sabha: The general assembly of all voters in the Panchayat. It discusses development schemes, public demands, and welfare activities.
Grama Panchayat Committee: The governing body consisting of the President and Ward Members. It makes final decisions regarding the development of the Panchayat.
